• Neues nicht hinreichend elaboriert wurde (ein prägnantes Beispiel dafür stellen die Sprachlabors dar, bei denen seinerzeit die Software-Produktion vernachlässigt worden war, sodass die teuren Anschaffungen weitgehend nutzlos blieben bzw. nicht intensiv genutzt werden konnten);

• alte Gewohnheiten durchschlagen, d. h. die technische Innovation nicht durch eine didaktische Verhaltensänderung der Beteiligten wirksam genutzt wird.
