Sozialpolitik wird gestaltet von Akteuren, die Ideen entwickeln, politische Programme formulieren, Maßnahmen beschließen, umsetzen und deren Ergebnisse bewerten. An der Gestaltung von Sozialpolitik ist eine Vielzahl von staatlichen und nicht-staatlichen Akteuren beteiligt. Das Kapitel gibt einen Überblick über die zentralen Akteure der Sozialpolitik und geht dabei insbesondere auf Verbände, Verwaltungen, Parteien und Unternehmen ein. Diskutiert werden auch Unterschiede im internationalen Vergleich und der Wandel von Akteurskonstellationen im Zeitverlauf.
