Das Konzept der politischen Kultur: Die Fortsetzung einer Kontroverse in konstruktiver Absicht

Zusammenfassung

Das Konzept der politischen Kultur hat seit einigen Jahren eine bemerkenswerte Wiederauferstehung erfahren (Almond 1993). Dafür sind verschiedene Gründe verantwortlich. Der vermutlich wichtigste war der Zusammenbruch der kommunistischen Gesellschaftsordnung in Mittel- und Osteuropa und die Einführung von Marktwirtschaft und Demokratie in den Ländern dieser Region. Diese Entwicklung führte zu einer erneuten Thematisierung der alten Frage von The Civic Culture (Almond und Verba 1963), inwieweit in diesen Ländern eine politische Kultur existiert, die den neu implementierten demokratischen Institutionen auch angemessen ist. Das Konzept der politischen Kultur wurde in die Transformationsforschung integriert und die Herausbildung einer politischen Kultur, die zu dem demokratischen Regime kongruent ist, wird in vielen Studien dieser Forschungsrichtung als eine Bedingung der Konsolidierung der neuen Demokratien angesehen (Kaase 1994; Linz und Stepan 1996; Plasser, Ulram und Waldrauch 1997; Fuchs und Roller 1998; Rose, Mishler und Haerpfer 1998; Merkel 1999; Rohrschneider 1999).
