Abstract
To effectively deal with MAGDM problems with decision hesitancy and prioritization among evaluative attributes, we develop a hesitant fuzzy linguistic approach in this paper. In the first place, the interval-valued dual-hesitant fuzzy uncertain unbalanced linguistic set (IVDHF_UUBLS) is adopted to help decision makers express their evaluations more effectively. For addressing specific prioritization relation among evaluative attributes, this paper studies a prioritized weighted average operator for aggregating information in the form of IVDHF_UUBLS. Then based on the proposed operator, we further construct an approach to cope with MAGDM problems under IVDHF_UUBLS scenarios with linguistic decision hesitancy and explicit attributes’ prioritization relation. Finally, we carry out an illustrative application to sustainability evaluation of ecotourism development practices to demonstrate the developed approach.
