Nichts scheint eine politische Gemeinschaft auf eine härtere Probe zu stellen als die Frage nach der legitimen Verfügung über Ressourcen und deren Verteilung Wer erhält was, wann und wie (Laswell 1936), ist jene politische Urfrage, die sich auch in der Europäischen Union stellt Während immer schon über die Verteilung des relativ kleinen EU-Budgets gestritten wurde, haben die Rettungsmaßnahmen in der Finanz- und Fiskalkrise der Diskussion eine neue Qualität verliehen.
