Zusammenfassung

Seit Mitte der 1980er Jahre setzte eine „neo-korporatistische Wiederbelebung“ in europäischen Wohlfahrtsstaaten ein, die mit dem üblichen time-lag auch in der sozialwissenschaftlichen Forschung Einzug hielt (Schmitter/Grote 1997, Regini 2000, Rhodes 2001). Diese Revitalisierung von Konzertierungspraktiken war aus zwei Gründen erstaunlich. Erstens wurden nach den konservativen Regierungswechseln Anfang der 1980er Jahre (Borchert 1995) sozialpartnerschaftliche Verhandlungslösungen im wohlfahrtsstaatlichen Reformprozess von der wissenschaftlichen Literatur als Auslaufmodelle gehandelt. Zum zweiten überraschte an der aufkommenden Konzertierungspraxis, dass diese Reformstrategien vor allem in Ländern stattfanden, die bis dato kaum als korporatistisch eingestuft wurden (Kenworthy 2000, Siaroff 1999) – wie zum Beispiel Irland (Aust 1999) oder Italien (Baccaro 2002). Gegenwärtig scheint die anfängliche Euphorie gegenüber neokorporatistischen Steuerungsprozessen nicht nur in Deutschland wieder abzuebben. Wie in diesem Beitrag gezeigt wird, kam es nach der Wirtschafts- und Währungsunion gegen Ende der 1990er Jahre tatsächlich zu einem deutlichen Rückgang der Konzertierung in Europa.
