Das Mobilitätsskript des Bologna-Prozesses und die Rolle der sozialen Ungleichheit

Zusammenfassung

Kulturelle Skripte vermitteln institutionalisierte Ideale, nach denen sich soziale Akteure richten, um ihre Handlungen zu legitimieren. Im Hochschulbereich entsteht im Rahmen des Bologna-Prozesses ein zentrales institutionelles Modell, das in nationale Kontexte diffundiert. Hier sind die Ideale europäischer Hochschulbildung kodifiziert – so auch das Ideal transnationaler Mobilität. Ziel dieses Beitrages ist es, das entstehende Bologna-Mobilitätsmodell vor dem Hintergrund neoinstitutionalistischer Konzepte zu entschlüsseln. Dabei liegt der Fokus nicht ausschließlich auf der Kodifizierung transnationaler Mobilität an sich, sondern auch darauf, wie Fragen der sozialen Ungleichheit beim Zugang zu Mobilität behandelt und im Bologna-Mobilitätsmodell institutionalisiert werden. Die Ergebnisse der theoriegeleiteten, qualitativen Inhaltsanalyse zeigen, dass ökonomische Prinzipien zentraler sind als soziale. Das Hauptziel des Mobilitätskripts des Bologna-Prozesses besteht in der Erhöhung der Mobilitätsraten, um die Attraktivität und Wettbewerbsfähigkeit europäischer Hochschulsysteme zu steigern. Soziale Elemente sind zwar in geringerem Maße auffindbar, doch bleiben sie auf einem so abstrakten Level, dass ihre Relevanz für nationale Umsetzungen infrage gestellt werden kann.
