Abstract
Friedlander (1991) estimates that over 5 million immigrant students will have entered public schools in the United States by the end of the decade. These students who speak over 150 languages are concentrated in urban centers such as Los Angeles and New York City. In 1996 there were over 180,000 students in New York City who identified English as their second language. These students are alternatively described in the literature as new learners of English, linguistically diverse, language minority or limited English proficient. (I will use the terms interchangeably.)
