Abstract
Interest and concern surrounding the quality of care services have grown considerably in the past two decades in Japan. There are important reasons for this, as will be discussed later; such interest and concern will likely continue for some time to come. It is undeniable that a problem exists with regard to how to ensure the quality of care for those in need of long-term care services under the marketized system of service provision and the severe financial constraints that are prevalent.
