Abstract
In many health care systems there is an increasing recognition that markets, which are networks of buyers and sellers, may be made to work more efficiently if the roles of purchaser and provider are more clearly separated. Such a separation permits a clear definition of the roles of the contractors for health care services and facilitates greater openness and accountability in decision making.
