Zusammenfassung

Seit Beginn der Perestrojka-Politik in der Sowjetunion Mitte der achtziger Jahre sind mehr als fünfzehn Jahre vergangen. In Rußland hat inzwischen eine Vielzahl von Wahlen stattgefunden. Allerdings ist die Zahl der Wahlen kein Kriterium dafür, ob sich inzwischen eine Wahldemokratie konsolidiert hat. Gerade nach den letzten Wahlen 1999/2000 gehen die Meinungen darüber auseinander: Bezeichnet die politisch relevante Organisation Freedom House in ihrem Demokratie-Index Rußland bei allen Einschränkungen der politischen und bürgerlichen Freiheiten nach wie vor als halbfreie Wahldemokratie (Karatnycky 2001), werden nach dem Urteil einiger russischer Politologen Wahlen in Rußland zunehmend von den Machthabern aller Ebenen als Mittel für den eigenen Machterhalt instrumentalisiert, so daß die demokratischen Formen bestehen bleiben, doch ihres demokratischen Inhalts beraubt werden (Schewzowa 2001: 33; Melamedow 2001: 13).
