Zusammenfassung
Der generelle Prozess der Personalbedarfsplanung beinhaltet, dass für eine Planungsperiode der Personalbedarf in qualitativer, quantitativer und zeitlicher Hinsicht zu ermitteln ist. Ein Vergleich mit dem vorhersehbaren Personal-Istbestand der Planungsperiode zeigt, ob ein – negativer oder positiver – Netto-Personalbedarf vorliegt. Im ersten Fall ist eine Personalfreisetzung angezeigt, welche in Form eines Personalabbaus bzw. einer Personalentwicklung stattzufinden hat; im zweiten Fall ist eine externe (ggf. interne) Personalbeschaffung erforderlich.
Für ein international tätiges Unternehmen ist der Prozess der Personalbedarfsplanung (zumindest) länderspezifisch durchzuführen. Auch die sich als Konsequenzen zeigenden personalpolitischen Maßnahmen sind länderspezifisch durchzuführen.
