Zusammenfassung
Im Jahr 1970 erschien in der Bundesrepublik ein Buch des sowjetischen Dissidenten Andrej Amalrik, das den Titel trug: „Kann die Sowjetunion das Jahr 1984 erleben?“ (Amalrik 1970). Dieser Titel löste damals allgemein Erstaunen aus, denn dass der Sowjetunion nur noch eine kurze Existenz beschieden sein könnte, hielten die meisten zeitgenössischen Beobachter für eine abwegige Idee. Doch nahm die Geschichte bekanntlich einen anderen, von Amalrik in vielen Aspekten erstaunlich klar vorhergesehenen Verlauf. Zwar erlebte die Sowjetunion noch das Jahr 1984, aber nicht mehr das Jahr 1992. Das scheinbar fest gefugte Regime des kommunistischen Parteienstaates hatte, wie nun offen erkennbar wurde, auf einem porösen Fundament gestanden. Heute erhebt sich — vor dem Hintergrund derselben historischen Entwicklungen, die schließlich den Untergang der Sowjetunion herbeiführten — eine Frage, die der Problemstellung Amalriks mit umgekehrtem Vorzeichen analog ist: Können die jungen Demokratien, die in den ehemals sozialistischen Ländern Osteuropas entstanden sind, sagen wir: das Jahr 2014 erleben2? In analytischen Termini ausgedrückt: Wie groß ist die Wahrscheinlichkeit, dass die neuen Demokratien Osteuropas den Systemwechsel erfolgreich abschließen und dauerhaft demokratisch bleiben werden? Und wovon hängt es ab, ob sie dieses Ziel erreichen oder nicht? Mit Fragestellungen dieser Art setzt sich eine jüngere Forschungsrichtung der Politikwissenschaft auseinander: die Analyse von Prozessen demokratischer Konsolidierung.
