Zusammenfassung
Demokratie und Partizipation sind unzertrennlich miteinander verbunden. Ohne Bürgerbeteiligung verliert der Begriff Demokratie jede Bedeutung, da erst Beteiligung die Artikulation von Wünschen und Interessen ermöglicht. Ein Mangel an politischer Beteiligung wird somit für die Demokratie generell als destruktiv betrachtet und die Debatten richten ihren Fokus stets auf das Erfordernis eines erheblichen Ausmaßes der Beteiligung – nicht auf deren demokratische Notwendigkeit.
