Zusammenfassung
Innovation ist heute für Unternehmen wie Volkswirtschaften zur Aufrechterhaltung ihrer internationalen Wettbewerbsfähigkeit unverzichtbar. Umso dringlicher stellt sich die Frage, wie Innovationsaktivitäten und -erfolge gemessen und damit für das betriebliche Management wie auch die öffentliche Innovationspolitik gestaltungsfähig gemacht werden können. Ausgehend von den theoretischen Weiterentwicklungen erarbeitet der vorliegende Beitrag zu diesem Zweck einen Überblick über die heute gängigsten Messansätze von Innovation auf volks- und betriebswirtschaftlicher Ebene und geht abschließend auf zukünftige Forschungsbedarfe ein.

Den meisten der unterschiedlichen Erklärungsansätze innerhalb der Innovationstheorie kann der Vorwurf des „theory without measurement“ gemacht werden. Er besteht darin, dass idealtypische Termini entwickelt werden, die den theoretischen Erfordernissen genügen, jedoch die Messkonzeption und -vorschrift nicht enthalten (Grupp 1997, S. 93).

Durch die zunehmende Ökonomisierung vieler Bereiche im öffentlichen Sektor (Gesundheitssystem oder öffentliche Verwaltung) hält der Innovationsbegriff zunehmend auch hier Einzug. Nicht zuletzt erfolgt mit dem Konzept der „sozialen Innovation“ eine weitere Ausdehnung des Innovationsbegriffs auf soziale Interaktionen und soziale Praktiken. Aus Sicht des Autors sind mit der unkritischen Übertragung des Innovationsbegriffs (und dem Verlassen seiner konstitutiven Bedingung eines marktwirtschaftlichen Systems) in den nicht-wirtschaftlichen Kontext jedoch vielfältige Probleme verbunden, die hier nicht erörtert werden können.
