Résumé
Le RAID (Recherche, Assistance, Intervention, Dissuasion), force d’intervention de la Police nationale mobilisée lors de crises menaçant la sécurité intérieure de l’État français, dispose d’une unité médicale. Cette unité est mobilisée lors de chaque intervention, dans le but d’organiser et d’assurer la prise en charge médicale « sous le feu » d’éventuelles victimes (forces de l’ordre, otages, terroristes, tiers) tant que les circonstances compromettent l’intervention des moyens de secours conventionnels.
Ce document présente aux médecins urgentistes préhospitaliers, intervenant en appui du service médical du RAID, les grandes lignes de l’organisation des secours en cas de prise d’otages, afin de ne compromettre ni la réussite de la mission des forces de l’ordre (prioritaire sur la prise en charge sanitaire), ni la sécurité des personnels. Après un exposé des principes de cette organisation médicale « de l’extrême-avant », cet article présente les grandes lignes de la prise d’otage de la porte de Vincennes de janvier 2015 puis les conclusions du retour d’expérience.
Abstract
The RAID (Research, Assistance, Intervention, Dissuasion) is a French national police counter-terrorism team. It comes with tactical emergency medical physicians. Those trained physicians are responsible for rescue organization and for providing high level of care in tactical environment, as members of the counter-terrorism team.
Prehospital emergency physicians can find in this document the main principles for tactical care and prehospital care organization in case of hostages’ crisis requiring RAID participation. In a second part, we report the experience of the January 2015 hostage crisis in Paris, France. Subsequently, we disclose the conclusions of the feedback.
