Zusammenfassung
Gibt es Anzeichen dafür, dass der Trend zum grenzübergreifenden Angebot von Hochschulbildung und zur Gründung hochschulischer Außenstellen im Ausland die auf gegenseitigem Verständnis und Vertrauen beruhende internationale Hochschulkooperation obsolet macht und sie durch einen internationalen Hochschulwettbewerb ersetzt? Diese Frage wird aus empirisch-deskriptiver Perspektive behandelt. Die Autoren verstehen Globalisierung nicht als eine notwendigerweise mit einem bestimmten Wertesystem verknüpfte kausale Kraft hinter jüngeren Entwicklungstrends, sondern als ein zunächst lediglich beschreibendes Konzept, dessen Diskussion die sorgfältige Analyse der ihm zugrunde liegenden empirischen Prozesse voraussetzt. Unter dieser Grundannahme werten sie erste vorliegende Studien zur Struktur und Ausbreitung der Transnational Education aus und ergänzen sie um eine Analyse aktueller Entwicklungen hinsichtlich Studienimport und-export in Deutschland. Zudem werden überblicksartig die Implikationen des internationalen Dienstleistungsabkommens GATS für das Hochschulwesen erörtert. Auf diese Weise kann eine Reihe von Bezügen zwischen etablierten Werten der Internationalisierung und globalisierungstypischen Phänomenen im Hochschulwesen ausgemacht werden.
Summary
Globalization in Higher Education — The demise of established values for internationalization?
There are signs for a trend towards cross-country provision of higher education and the establishment of university branches in foreign countries. Does this mean that cooperation initiatives between institutions of higher education, which were based on mutual understanding and trust, are becoming obsolete and being replaced by international competition? This issue will be dealt with from an empirical-descriptive perspective. The authors do not see globalization as founded on a particular value system nor is it necessarily a causal dynamic behind recent development trends. It is viewed instead as a descriptive concept, which can only be discussed on the basis of an investigation of empirical processes. In accordance with this proposition, the authors evaluate the first studies on the structure and dispersion of transnational education and supplement them with an analysis of recent import and export data for German higher education. An overview of the implications for higher education of the international trade agreement GATS will also be included. Through this, it is possible to identify the relationship between established values of internationalization and phenomena typical for globalization in higher education.
