Abstract
Reforms of the German labour market, publicly called “Hartz I-IV”, are seen as the transformation of hegemonic tales into legal demands of individual behaviour. Narratives of “responsibility”, “flexibility”, “discourse”, and a “management of the social” are shown by analyzing the text of the laws, official explanations of implementation and the government’s estimation of effectiveness. Thus the laws may be seen as an example of direct rule besides consisting of some elements of indirect rule.
