Zusammenfassung
Defizite in Entwurf und Umsetzung geeigneter Politiken sind weltweit der wichtigste Grund für die anhaltend dynamische Ausweitung der HIV-/Aids-Pandemie und ihrer zahlreichen Sub-Epidemien. Die Auswertung von zehn Jahren Erfahrung, Beobachtung und Evaluation ermöglicht sowohl die Formulierung von Grundmustern und Kernelementen effektiver Aids-Politik als auch die Identifikation typischer Politikhindernisse Erfolgreiche Aids-Politiken folgen der Strategie des kooperativen, sozialen Lernens. Sie werden dezentral entworfen und umgesetzt, und sie schlieβen dabei Motivation und Kompetenzen der hauptsächlich betroffenen Gruppen ein. Zentrale Elemente sind rechtzeitige Wahrnehmung und Abschätzung von Risiken sowie eine klare PrioritätensetzungfürPrimärprävention. Aufdieser Basis können widerspruchsfreie und umfassende Politiken formuliert werden, die diejeweiligen gesundheitlichen undgesundheitspolitischen Rahmenbedingungen berücksichtigen
Abstract
Policy-deficits are the most important factor contributing to the ongoing spread, and associated dynamics, of the HIV/AIDS pandemic and its numerous sub-epidemics around the world. Drawing upon ten years experience, observation, and evaluation of AIDS policies, both the general design and core elements of an effective AIDS policy, as well as typical policy impediments, are outlined. Successful AIDS policies follow a strategy of social learning by inclusion and cooperation, are decentralized, and incorporate the motivation and competencies of those affected. Key elements of such a strategy are timely risk perception and assessment; priority to primary prevention; and the formulation of a coherent policy which is integrated into the more general public health programs
