Qualität von E-Health-Services in der Beziehung zwischen Leistungserbringer und -empfänger

Die Bedeutung digitaler Informations- und Kommunikationstechnologien im Gesundheitswesen nimmt seit Jahren kontinuierlich zu. Mit dem Ziel einer flächendeckenden, leistungsfähigen und kostengünstigen Versorgung der Bevölkerung mit medizinischen Diensten werden die gesundheitspolitischen Rahmenfaktoren stetig verbessert. Exemplarisch sei auf die Europäische Kommission verwiesen, die ihr Engagement in diesem Wirtschaftssektor seit Jahren forciert (COM 2004, S.4). Auch Angebots- und Nachfrageverhalten der Marktakteure unterliegt einem kontinuierlichen Paradigmenwechsel. Die ohnehin hohen Erwartungen der informierten, „mündigen“ Patienten an Behandlungsqualität und_-prozess steigen kontinuierlich an. Studien aus den USA zeigen, dass die Anzahl der Patienten, die den Anweisungen bzw. Empfehlungen ihres Arztes ohne Rückfrage nachkommen, tendenziell rückläufig ist (Atlas 2005, S. 11). Ähnliche Entwicklungen sind auch für Europa zu erwarten. Begründet ist dies zum einen durch die zunehmende finanzielle Beteiligung der Patienten an den in Anspruch genommenen Leistungen. Zum anderen stehen den Patienten durch Medien (z.B. Internet) umfangreiche Informationen zur Verfügung, die einen besseren Vergleich von Leistungsanbietern und deren Angebot ermöglichen.
