Abstract
The single most important reform of local administration in Hungary was the introduction of the democratic local government system in 1990. The previous communist system, highly centralized and dominated by the Communist Party, was replaced by a new institutional arrangement that was intended to be more democratic and efficient and capable of counter-balancing the power of the central government. Since this large-scale reform, only a few but important amendments have been implemented. Still, much has happened on the local level over the last thirteen years.
