Zusammenfassung
Sozialwissenschaftler neigen zu Dramatisierungen, um ihre Thesen interessanter zu machen, als die Wirklichkeit zu sein scheint. Von einer Legitimitätskrise der Europäischen Union zu sprechen, wäre eine solche Dramatisierung. Aber daß es Anlaß gibt, Fragen zu stellen, läßt sich kaum bestreiten. Wie stehen die europäischen Völker zum Prozeß der europäischen Integration? Wieviel Europa und welche Art von Europa wollen sie? Welche integrationspolitischen Zielsetzungen können mit ihrer Zustimmung rechnen und welche nicht? Ins Normative und Grundsätzliche gewendet: Mit welchen guten, zustimmungsfähigen Gründen läßt sich rechtfertigen, daß die Europäische Union Rechtssetzungsmacht über mehr als 360 Millionen Bürger ausübt?
