Zusammenfassung
Das 20. Jahrhundert war nicht nur das Jahrhundert der Weltkriege und Massenvernichtungswaffen, sondern erlebte auch den Siegeszug der Demokratie, der sich in drei großen Wellen Bahn brach. Eine erste lange Welle, die ihre Wurzeln in der französischen und der amerikanischen Revolution hatte und sich langsam verstärkend über das gesamte 19. Jahrhundert hinzog, erreichte ihren Höhepunkt unmittelbar nach dem Ersten Weltkrieg. Knapp 30 Demokratien hatten sich zu diesem Zeitpunkt etabliert (Huntington 1991: 17). Das Ende des Zweiten Weltkrieges löste mit einer zweiten Welle einen kurzen Demokratisierungsschub aus, der Westdeutschland, Österreich, Italien, Japan, das postkoloniale Indien und einige Länder Lateinamerikas erfasste. Die dritte Demokratisierungswelle begann Mitte der 1970er Jahre in Südeuropa und setzte sich ab Ende des Jahrzehnts in Lateinamerika fort. Gleichsam der Mechanik eines „regionalen Dominoeffekts“ folgend, griff sie auch auf die ostasiatischen Länder Taiwan, Philippinen, Südkorea und Thailand über. Ihren Kulminationspunkt fand diese Entwicklung zweifellos in dem Zusammenbruch der kommunistischen Regime in Osteuropa zwischen 1989 und 1991.
