Zusammenfassung

Etwa seit dem Jahre 2000 ist in hochschulpolitischen Diskussionen so viel von Europa die Rede, dass Beobachter, die die Details nicht kennen, leicht den Eindruck gewinnen könnten, Hochschulen in Europa würden sich rasch auf ein einheitliches und weitgehend auf europäischer Ebene gesteuertes System zubewegen. Kenntnisreiche Akteure und Experten dagegen verweisen auf verbleibende Unterschiede der nationalen Hochschulsysteme und auf relativ schwache Mechanismen europaweiter Hochschulsteuerung, aber auch sie konstatieren einen beschleunigten Prozess der Europäisierung. Daher lohnt sich ein Blick auf Entwicklungstendenzen: Welche Wege hat Europa in der Hochschulentwicklung und -politik von den ersten Jahren politischer Konsolidierung nach dem Zweiten Weltkrieg bis kurz vor die für 2010 avisierten Ziele der Etablierung eines europäischen Hochschulraums und eines europäischen Wissenschaftsraums genommen?
