Patty Smith Hill, Professorin an der Columbia University, war Mitbegründerin der International Kindergarten Union und stellte diese Fragen an amerikanische Kindergärtnerinnen im Jahre 1929, also zu einer Zeit, in der es in den USA zu einer massiven Expansion von öffentlichen Kindergärten kam (vgl. Nawrotzki 2006). In den Jahren bis 1950 hatten sich in den meisten Großstädten der USA kostenlose öffentliche Kindergärten etabliert, die (wie durch Hill und andere gefordert) fünfjährigen Kindern eine dreistündige Kindergarten-Erziehung pro Tag für ein Jahr anboten. Gegen Ende des Jahrhunderts besuchten USA-weit mehr als neun von zehn Schulkindern Kindergärten, welche mittlerweile de facto als erstes Grundschuljahr dienen (vgl. West/Denton/Germino-Hausken 2000).
