Zusammenfassung
Nearly 50 years ago, in a seminal book on totalitarianism, Zbigniew Brzeziński and Carl Friedrich scornfully remarked that they would not discuss constitution or structure of government of the systems in question – because there is little if anything to discuss. All these institutions that are really important in liberal democracies, are of dismal importance in totalitarian party-states; all of them, the scholars contended, are nothing but windowdressings, empty forms with no essence.
