Die Steuerung des föderal aufgebauten Schweizer Bildungssystems ist geprägt durch das Subsidiaritätsprinzip: Jede föderale Ebene (Bund, Kantone, Sprachregionen, Gemeinden, Institutionen) verantwortet und regelt gewisse Bereiche und macht Vorgaben für die nächstfolgende Ebene, die wiederum über einen Handlungsspielraum verfügt und allenfalls Vorgaben für die nächste Ebene macht. Das Subsidiaritätsprinzip gilt auch bei der Qualitätssicherung und -entwicklung und strukturiert somit auch die Evaluationstätigkeiten im Bildungsbereich.
