Auszug
Ich möchte im Folgenden gleichsam von außen einen Blick auf die deutsche Kriminologie werfen. Dieses ‚Außen‘ bezieht sich dabei nicht auf die Brille eines fremddisziplinären Wissenschaftlers, etwa auf die authentische und originäre Sicht eines Vertreters der kriminologischen Bezugswissenschaften, derer sich die Kriminologie ja gerne rühmt, deren Repräsentanten jedoch nur ungern ihren Eigensinn aufgeben und in die Haut der Kriminologie schlüpfen. Auch nicht geht es darum, das ‚Außen‘ des Praktikers und Politikers anzunehmen oder zu simulieren, um klärende Distanz und vielleicht etwas sanitäre Fremdheit zu ermöglichen. Vielmehr geht es mir um eine Perspektive, deren harmlose Seite rein geographischer Art ist, deren brisantere Bedeutung die wissenschaftliche Identität der Kriminologie berührt. Damit soll der universalistische Anspruch formuliert sein, den die Kriminologie nicht nur von ihren Bezugsdisziplinen kennt, sondern der Fundament und Selbstverständnis von Wissenschaft überhaupt ist. Wissenschaftlicher Universalismus meint die Existenz und Akzeptanz von allgemein gültigen Regeln und Kriterien der Erzeugung von wissenschaftlichen Aussagen. Diese manifestieren sich in methodischen und theoretischen Prinzipien, wie sie in Lehr- und ‚Rezept‘büchern niedergelegt und abrufbar sind. An ihnen wird üblicherweise der Geltungsgrund wissenschaftlicher Befunde und Aussagen gemessen.
Vorbemerkung: Im folgenden Beitrag handelt es sich um eine wesentlich erweiterte Fassung eines Aufsatzes aus dem letzten Beiheft des Kriminologischen Journals. Hier wie dort geht es um die Rezeption von D. Garlands „Culture of Control“ in der deutschen Kriminologie. Die Diskussion um dieses Buch wird hier in einen ausführlicheren Zusammenhang des Werkes von Garland überhaupt gestellt.
