Luxemburgs Medienlandschaft ist durch eine ganze Reihe von Besonderheiten gekennzeichnet. Luxemburg hat eine Gesamtbevölkerung von ca. 451.600 Einwohnern, wovon nur knapp zwei Drittel Luxemburger sind (ca. 277.400). Mit 2.586 km2 ist Luxemburg etwa so groß wie das Saarland. Die Größe bzw. Kleinheit des Landes bedeutet: Erstens ist die Zahl der potenziellen Mediennutzer verglichen mit anderen Ländern sehr klein - für die Funkmedien in luxemburgischer Sprache entspricht die Größe der Zielgruppe etwa einer Stadt wie Karlsruhe - und gleichzeitig wegen des hohen Ausländeranteils sehr heterogen. Zweitens sind wegen der überschaubaren Fläche die Medien in Luxemburg meist lokale und nationale Medien zugleich.
