Die Legitimität politischer Herrschaft stellt einen klassischen Topos der politischen Philosophie dar. Der Begriff Legitimität kann in einem normativen und in einem positiven Sinn interpretiert und benutzt werden. Im Hinblick auf die erste Verwendung wurde der Begriff Legitimität im deutschen Sprachraum lange Zeit mit „Rechtmäßigkeit” übersetzt (z.B. Westle 1991: 258), in jüngerer Zeit findet sich der international anschlussfähigere Begriff „Anerkennungswürdigkeit” (Cheneval 2005: 1). In der normativen Diskussion geht es um die theoretisch-konzeptionellen Grundlagen für ein anerkennungswürdiges Regime oder System politischer Herrschaft. Positive Analysen untersuchen dagegen die empirisch feststellbare Anerkennung bzw. Akzeptanz politischer Herrschaft und Herrschaftsordnungen durch die Mitglieder der entsprechenden politischen Einheiten.
