Zusammenfassung
Seit dem Ende der 70er Jahre sind in verschiedenen westlichen Ländern Regierungen unter sozialdemokratischer Führung (oder mit starker sozialdemokratischer Beteiligung) durch solche mit „neokonservativer“ Programmatik abgelöst worden.1 Mit diesem Terminus bezeichnen wir hier Parteien, die mit der erklärten Absicht angetreten sind, das Verhältnis von Politik und Ökonomie, wie es sich in den westlichen „Wohlfahrtsstaaten“ insbesondere nach dem Zweiten Weltkrieg entwickelt hatte — in der Begrifflichkeit ordoliberaler Wirtschaftswissenschaft: den „Ordnungsrahmen“ —, substantiell zu verändern. Sie wollten das bestehende Niveau staatlicher Intervention drastisch reduzieren und der Selbstregulierung von Märkten wieder einen deutlich größeren Spielraum gewähren. Ein „neuer“ Konservatismus ist dies insofern, als er den wohlfahrtsstaatlichen und „keynesianischen“ Konsensus aufkündigt, der ja auch von konservativen Parteien mitgetragen worden war.
