Abstract
Since the beginning of the 1970s, many countries in Western Europe have experienced persistent high unemployment. For the European Community as a whole the unemployment rate today is approximately four times its 1970 level. This increase in unemployment reflects a significant increase in the duration of unemployment spells and reduced turnover among the unemployed.
