Abstract
The previous chapter discussed how the accumulation of human capital and technological change may lead to economic growth. How technological change may affect the complementarity between human and physical capital was also discussed. Finally, educational policies which may enhance the formation of human capital have been outlined. Once human capital has been formed, the question arises how best to facilitate its flow into the economy, which may thereby be transformed into a more dynamic economy.1 This will be the topic of the present chapter.
