Abstract
Although Australian and Canadian industrial relations have been influenced by such issues as global economic change and increased competition, domestic factors are just as important to help account for dominant styles of management and workplace behavior. The primary domestic aspect is the Anglo-Celtic cultural influence and its divergent impact on Australia and Canada. Management positions in both countries tended to be held, at least until recent decades, by middle- and upper-class English and Scottish immigrants and their descendants who were accustomed to a privileged status in British colonial society. Reflecting the assertive liberal spirit of the nineteenth century, managers therefore retained a strong element of individualism.

McRae outlines Hartz’s views of Canada’s two fragments, that is, how French Canada differs from English Canada by pointing to Quebec’s origins as a fragment of French feudal society characteristic of the pre-French Revolutionary Ancien Régime, as opposed to the Lockean liberal fragment that Hartz and McRae assert as having assumed prominence in both the United States and English Canada. The latter is disputed by Horowitz who argues for the Tory fragment’s influence on English Canada that differentiates Canada from the Lockean liberalism of the United States. Paternalism is a feature of individualism. The British Labour Party, founded in 1900 as a result of the ferment of socialist ideas taking place since 1880, was a federation of various trade unions and several socialist groups featuring the ideas of Labor Marxism of the Social Democratic Federation (SDF), Fabianism of the Fabian Society, and the Ethical Socialism of the Independent Labour Party (ILP).
