Evaluators’ Capacity Formation in a Context of Changes in Latin America

Abstract

Since the mid-1990s, the evaluation of public policies has undergone significant development in Latin America. The consolidation of democracy and the demands for national policy reforms have strongly influenced this development. Governments assume that the knowledge and information produced by means of evaluations are crucial in giving account of the impacts, understanding problems and making basic changes in order to improve the processes and results of public policies. The demonstration of efficiency and positive results improves citizens’ confidence and legitimacy and supports the countries’ governance (cf. Pallavicini 2014).
