Abstract

This comparison in this chapter was triggered by an observation that elected politicians are sometimes at the heart of strategic leadership in the public sector and sometimes they are mainly interested onlookers with an oversight responsibility for strategic plans prepared by senior civil servants or appointed managers. The question this observation gives rise to is this: does it matter whether strategic leadership is provided by elected politicians or appointed officials?
