Abstract

In view of the divergence of European and American strategic interests, a third solution — after seeking national control over nuclear weapons or a change in NATO and thus US thinking — would have been for the West Europeans, with their common interests and limited financial resources, to create a European nuclear force from European arsenals. And indeed, there were projects of this sort on three levels: most aimed merely at joint research on and development of nuclear weapons or missiles. Some had as a background the ideal of a genuinely jointly owned and commanded European nuclear force, presupposing an integrated European political decision-making system. Some aimed at least at creating common consultation fora, similar to the NPG or the NAC.
