Abstract
This chapter is concerned with the question, what is it that policy makers do and need to do, that e-governance tools ought to be supporting? It will build on some of the insights that can be taken from the three detailed case studies in Chapter 11. The first part of the chapter argues that what policy makers do, first and foremost, is to try to make sense of a bewildering and uncertain environment. They need, therefore, not so much more information, as the right kind of information that helps them commit themselves to a course of action, and to reduce the range of available interpretations to manageable proportions.
