Voting in the Western Balkans

Abstract

The war in Yugoslavia led to the partition of the country and the emergence of a variety of small states upon which a common Communism legacy has left its mark. Today, their common objective is to join the European Union. As a preliminary stage, the Western Balkans (Croatia, Bosnia and Herzegovina, Serbia, Montenegro and the Former Yugoslav Republic of Macedonia as well as Albania and Kosovo) have had to accept the obligations resulting from the acquis communautaire including free pluralistic elections and the protection of minorities. Some have joined the EU such as Croatia in 2013, whereas others like Serbia, Montenegro and Macedonia are still applicant countries. One of the main purposes is to focus on parliamentary elections showing the difficulties voters in the Western Balkans find when it comes to using their new political rights in a multiparty political environment. To comply with the EU, they have had to adapt their electoral codes, legislation and framework. However, they still have difficulties eliminating electoral irregularities stemming from governmental interference in electoral campaigns.
