Abstract
Some time ago, Weick (1976) described the organisational characteristics of educational institutions as ‘loosely coupled systems’. He described this system on the basis of different tasks and the (hierarchical) positions of academics and administrators, in which many actors did as they wished and were not overly concerned with each other. This may still be an on-going situation. Although there is interaction between academics and administrators, each group is strongly committed to its own identity.
