Abstract
In the Dutch welfare state, many services and facilities are provided in the public realm. These include health care and social services, education, culture, sports, and recreation. The provision of such services and their facilities is either the direct responsibility of government agencies or else it is influenced by subsidies or regulation. Also the use of these amenities is subject to government intervention. There are several grounds for such involvement. First, many public services differ from purely collective goods, of which the provision is uniform everywhere and no one is denied access or can refuse to use them. On the contrary, the quantity and the quality of other services and facilities commonly differ among regions. These differences have an administrative component; local authorities are often responsible for the provision of these services. In addition, there are some typically geographical influences. Many public services and facilities are localized. This implies an impact of distance decay and externalities, which can diminish the collective character of public services (Pinch 1985). The motivation for public intervention is sometimes the desire to correct such situations.
