Abstract
In 1978 the United Nations General Assembly endorsed the Final Document of the first Special Session on Disarmament calling for the commission of a group of governmental experts to examine the relationships between disarmament and development. Twenty-seven experts were selected from every continent, with Inga Thorsson designated as Chairperson. The Group’s official Report was submitted to the UN Secretary-General in October 1981. The Report included nine recommendations, and this essay is a relatively limited attempt to respond to the following two:

The Group recommends that all governments, but particularly those of the major military powers, should prepare assessments of the nature and magnitude of the short- and long-term economic and social costs attributable to their military preparations, so that the general public can be informed of them.
