Abstract
Two applications against the Government of the United Kingdom were lodged with the Commission by the Greek Government. Both concerned observance of the terms of the Convention in Cyprus.1
Résumé
La Commission a été saisie de deux requêtes étatiques émanant du Gouvernement hellénique et visant le Gouvernement du RoyaumeUni. Ces deux requêtes concernaient l’application de la Convention à l’île de Chypre.1

Article 33 of the Convention. The Rules of Court of the European Court of Human Rights on the other hand specify that “the hearings shall be public, unless the Court shall in exceptional circumstances decide otherwise” (Article 18: Public character of the hearings).
Where its decisions concerned the admissibility of Applications, however, the Commission considered that it was fulfilling a judicial function and that the decisions, which did not bear upon the substance, could be published.

Article 33 de la Convention. Par contre, la Cour européenne des Droits de l’Homme a prévu dans son Règlement que “l’audience est publique, à moins que la Cour n’en décide autrement en raison de circonstances exceptionnelles” (art. 18: Publicité des audiences).
Toutefois, en ce qui concerne les décisions rendues sur la recevabilité des re quêtes, la Commission a estimé que, dans ce cas, elle exerçait des fonctions judiciaires et que ces décisions qui ne préjugent pas le fond, pouvaient être publiées.
