Abstract
This Chapter contains (A) the Report of the European Commission of Human Rights drawn up in accordance with Article 31 of the Convention for the Protection of Human Rights and Fundamental Freedoms, relating to the Application No. 1850/63 lodged with the Commission by Rudolf Köplinger, an Austrian national, against the Government of Austria.1

Grounds of appeal shall be filed (ausführen) within fifteen days after the appeal has been lodged (anmeldung), or after service of the judgment (Zustellung) if a copy of the judgment is served only after the appeal has been lodged.

It was not possible for the Commission to establish on what date this decision had been implemented. However that might be, the judgment was served on the applicant himself on 3rd May, 1962.
