Abstract
As described in Chapter 1, the quality development of any organization involves systems, techniques and people. Perhaps the most critical and yet most difficult of these three dimensions to develop are the people. The development of individuals and teams is essential to the quality development of any organization. Developing quality systems and quality techniques are relatively straightforward management challenges when compared to managing the cultural change associated with motivating people for quality. The dimensions of systems and techniques are rich with methods and guidelines; however, progress in the third dimension, people, is much less mechanistic or prescriptive and in general is much slower. Many organizations falter on the road to quality development because insufficient effort or priority is given to improving the approach and attitude of the people involved.
