Abstract

On 1st January 1966, out of fifteen member States of the Council of Europe that had ratified the Convention, ten had recognised the Commission’s competence to receive individual applications: Austria, Belgium, Denmark, Federal Republic of Germany, Iceland, Ireland, Luxembourg, Netherlands, Norway and Sweden. In the course of 1966, the figure rose to eleven, the Permanent Representative of the United Kingdom having on 14th January of that year, filed with the Secretary General of the Council, a declaration by the British Government acknowledging the competence of the Commission.1

Au 1er janvier 1966, sur 15 Etats membres du Conseil de l’Europe qui avaient ratifié la Convention, 10 avaient accepté la compétence de la Commission en matiére de requêtes individuelles: Autriche, Belgique, Danemark, République Fédérale d’Allemagne, Islande, Irlande, Luxembourg, Pays-Bas, Norvège et Suède. Au cours de l’année 1966, ce chiffre est passé à onze puisque le 14 janvier, le Représentant Permanent du Royaume-Uni devait déposer entre les mains du Secrétaire Général du Conseil del’Europe une déclaration par laquelle le Gouvernement britannique reconnaissait, à son tour, cette compétence.1
