Das Prinzip der „Netzneutralität“ bedeutet, dass weder die Internet-Provider noch der Staat in der Lage sein dürfen, die Benutzung des Internets einzuschränken. Kunden, die eine bestimmte Summe für den Internet-Zugang zahlen, sollen alle über die gleichen Möglichkeiten verfügen. Sie sollen frei darüber entscheiden können, welche Geräte, Websites und Dienste sie wählen.
