Zusammenfassung

Die Diskussion über die Dynamik des europäischen Integrationsprozesses befindet sich auf der Höhe der theoretischen Debatte in der Politikwissenschaft. Was früher als ein singulärer Prozess sui generis galt, wird heute als Ausdruck des tief greifenden Strukturwandels internationaler Politik angesehen. Die EU ist heute ein politisches System, wenn auch eines, das sich einer klaren Definition ebenso entzieht wie über sein endgültiges politisches Design, seine finalité, keinerlei Gewissheit besteht. Die Analyse eines Systems, an dessen Beginn zunächst nicht mehr als ein ausgeklügeltes internationales Regime stand, bedarf eines verfeinerten theoretischen Rüstzeugs. Dabei wird die Frage kontrovers diskutiert, welche theoretischen Instrumente am Besten zur Erklärung der Integration und ihrer Entwicklung geeignet sind. Breite Übereinstimmung herrscht in der Integrationsforschung jedoch insoweit, dass die Antwort auf die erstmals vor einem halben Jahrhundert gestellte Frage, was die „Bedeutung“ von Integration sei, weniger in der Logik der internationalen Beziehungen als vielmehr in einer Analyse der Funktionsweise der governance der EU, des europäischen Regierens, zu suchen ist.
