Zusammenfassung
Seit einigen Jahren greift in Europa eine jener „moral panics“ um sich, die heftig und allgemein genug sind, um das Erscheinungsbild der von ihr befallenen Gesellschaften zu verändern und dem staatlichen Handeln eine andere Richtung zu geben. Es geht dabei offenbar (nur allzu offenbar, wenn man sieht, wie das Thema zunehmend die öffentliche Debatte bestimmt) immer wieder um die „Jugendkriminalität“, die „städtische Gewalt“, die von den „sozialen Problemvierteln“ ausgehende Störung der öffentlichen Ordnung, das „unzivilisierte“ Verhalten insbesondere der dort lebenden Bevölkerung. Man muß diese Schlagworte in Anführungszeichen setzen, denn ihre Bedeutung ist ebenso verschwommen wie die Phänomene, die sie zu bezeichnen vorgeben. Obwohl durch nichts belegt ist, daß die beklagten Zustände ursächlich mit den „Jugendlichen“, bestimmten „Stadtvierteln“ oder gar der „Stadt“ als solcher zusammenhängen, werden sie allenthalben mit ihnen in Zusammenhang gebracht und wie selbstverständlich als Tatsachen betrachtet. Sie quellen aus den Reden der Politiker, füllen die Spalten der Tageszeitungen, nehmen die Fernsehberichterstattung in Beschlag, und kaum einer der im Fahrwasser der Aktualität schwimmenden Politologen und Soziologen läßt es sich nehmen, ein Buch über sie zusammenzustoppeln, um ihnen unter dem Vorwand, mit „überkommenen Vorstellungen“ aufzuräumen, die Würde von „gesellschaftlichen Tatsachen“, wenn nicht gar von analytischen Kategorien zu verleihen.
