Zusammenfassung
Die wachsende transnationale Verflechtung der Gesellschaft ist auch eine Herausforderung für das demokratische Regieren: Wirkungsvolle politische Selbststeuerung ist oft nur noch überstaatlich und unter Aufgabe nationaler Souveränitätsansprüche möglich. Ein Modell dafür bietet die Europäische Union, die einerseits aktiv das Entstehen einer grenzüberschreitenden Gesellschaft begünstigt, andererseits aber einen institutionellen Rahmen bietet, um demokratische Handlungsfähigkeit auf supranationaler Ebene wiederherzustellen. Doch das Entstehen einer überstaatlichen Demokratie bleibt ein mühevoller und krisenhafter Prozess – umso mehr, als die großen politischen Fragen heute längst nicht mehr nur europäischer, sondern globaler Natur sind.
